WASHINGTON , Sept. 26 (UPI) -- The Bush administration Tuesday released portions of a U.S. intelligence report that concludes the war in Iraq has increased the threat of terrorism. The 30-page National Intelligence Estimate completed in April said although U.S. counterterrorism efforts "have seriously damaged the leadership of al-Qaida ," terrorist groups , networks and cells are emerging in a global jihadist movement. The Iraq conflict has become the "cause celebre" for jihadists ... ," excerpts from the report said. "Although we cannot measure the extent of the spread with precision , a large body of all-source reporting indicates that activists identifying themselves as jihadists , although a small percentage of Muslims , are increasing in both number and geographic dispersion ," the report said. The findings said al-Qaida would continue to pose the greatest threat to the United States and U.S. interests abroad. President George Bush earlier told a White House news conference he was declassifying sections of the report because its conclusions had been selectively leaked for political purposes. Democratic National Committee Chairman Howard Dean said the report confirms "the war in Iraq has actually made us less safe right here at home."
